Not knowing what each of the mail addrs are, I would asume from the
name that openssl-dev is a human-populated discussion group, while
openssl-bugs is supported by something like gnats, to recieve bug
reports and ensure that they are fixed by the core team or volunteers
that choose bugs to fix from a seperate web page.
