RE: Win32 proposal: dump the DEFs!

In my mind, the primary benefit of DEF is that it lets you
specify the symbol order (and export list) so that you can
preserve binary compatibility across releases.  I don't think
this need by an OpenSSL goal, so I would vote to remove them.
