problems with ms/ntdll.mak

on Win 95 the ntdll.mak in openssl 0.9.1c doesn't work -- too many
rules.  carefully breaking things up seems to make it work fine, though.

I used to use 0.9.0b ssleay on NT and this worked, I *think* it used to
work on Win 95 too.
