OK, I've simplified the TIMES stuff, and added it in the forgotten
files (rc?speed.c and so on).  I've donw similar simplifications with
RAND in the files where that applied.  I've also simplified the
globaldef/globalref stuff by defining the macros GLOBAL and EXTERN  in
e_os.h and using them appropriately.  And I've added the small
conditional in e_os.h to make sure the VMS macro is defined for VMS.
Oh, in apps/s_time.c, I also had to move up USE_SOCKETS.  The reason
is that at least one of x509.h, ssl.h or pem.h eventually includes
e_os.h, and it ends up not being fun, since things like SHUTDOWN2()
wasn't defined...

For the rest, I've added some comments in places that were apparently
not very clear, or at least as far as I could see.

The result is in openssl-VMSpatches-0.9.2c-RL-19990513.tar.gz in
ftp://ftp.stacken.kth.se/pub/random/levitte, same structure as
before.  Among the new files in there, apps/makeapps.com has changed
due to a bug report I got yesterday.

With the hope this kit will be sufficiently clear to avoid having to
make it yet one more time...
