Richard Levitte prepared the VMS support. You are apparently in the
US, which means that the EAR (recently renewed because of a continuing
"national emergency", see e.g. <URL:http://www.pub.whitehouse.gov/
uri-res/I2R?urn:pdi://oma.eop.gov.us/1999/8/12/3.text.1>) prevent you
from contributing to the project.
