I assume you have something like a 1024 bit RSA cert and a server which
is able to negotiate strong (128 bit) sessions. In that case the server
may also negotiate a 40 bit session (with export browsers). It depends 
on the server configuration whether it allows 128 bit and 40 bit sessions.
