"-----BEGIN NEW CERTIFICATE REQUEST-----" and "-----END NEW
CERTIFICATE REQUEST-----" are the old strings.  The newer strings are
"-----BEGIN CERTIFICATE REQUEST-----" and "-----END CERTIFICATE
REQUEST-----".  At least according to OpenSSL source, where the first
variant is defined according the the macro PEM_STRING_X509_REQ_OLD.

BTW, is there a source (and RFC or something) for the correct
definition of those header strings?  I've had people ask me, and I've
found it hard to spot the authoritative document...
