Found the problem, it was a stale lock (/e/openssl/web/.lock_pid)
that's been sitting there since May 23d.  I removed it and am
currently remaking whatever docs that need it.

There's code in the Makefile to remove .lock_pid if the owning process
is gone.  However, this will fail if .lock_pid is empty, which might
happen if the disk gets full, which has happened, and at that point,
the building of the docs gets stuck...  I'll see if I can do some
magic about it...
