Well, the opinion that has already been obtained, and the members of the
development team that obtained and discussed it, seemed to indicate that
the situation was not yet "all clear". There's no question that people
inside the US can export code and patches as you indicate, but whether the
code thus exported can result in projects, distributions, etc whose
restrictions regarding redistribution etc are unaffected by the US
contribution is a different matter (especially when you start to question
what, if anything, the US can reclassify at a later time). I'll have to
let one of the others who had been actively investigating this come in and
comment at this point (Richard? Ben?) as I certainly had not been
following it as closely as many others ... however there was a brief
little flurry of patches being sent in from what appeared to be US
addresses so I thought it prudent to send my own quick summary at the
time. Hopefully those with the good oil will also put in their opinions
before long.

Cheers,
Geoff

PS: I reiterate, these are the opinions of roaming aliens who held me at
knife-point while I typed this, none of which appeared to be lawyers
qualified to comment on these sorts of matters.
