I wonder if it's really a good thing to add FAQ entries in the middle
like that.  It does shift the numbering of older entries, which may be
confusing since that's how we have refered to them.

Perhaps we should look at sectioning the FAQ and have indexing within
each section?  See the OpenVMS FAQ for an example:
