Just to make sure, I just did a hack to check if DSO is a possible
problem or if it is working "within reasonable doubt".  Lucky me
rand_win.c was filled with things that could be slightly hacked to use
DSO :-).

The tests are still running fine, so I'd assume my hack worked well
and that DSO isn't the problem.

So, some hours after my own schedule, I'll commit the changes that
enable DSO on Windows, write a warning about ENGINE on Windows, tag
and build the releases.
