You don't compile it this way - it's built as part of 'make
world'.
If you chose to install it from the cdrom, it probably installed a
precompiled binary already, though you may want to rebuild it with
USA_RESIDENT=NO in /etc/make.conf to include RSA support (this is
legal whether or not you're in the US. now that the patent has
expired).
