As far as I've been told, the rules are based on products, not on
individual files. OpenSSL being a cryptographic product, it would
mean that even the Makefiles need to be reported.
Also, I actually like the fact that whoever has to read all that mail
gets to do a lot of completely needless work :-). Sure, I feel sorry
for the dude(s), but it does emphasise the complete ridicule of that
mailing rule...
