Openssl is not released by a company. It is developed by a group
of volunteers. It has been available for Windows for some time. I
currently use the lynx browser in Windows, linked with openssl using
the Cygwin compiler. You should be able to download the source code
and compile it using your Windows compiler. How did you want to use
openssl under Windows?
