I have placed your patch in http://www.openssl.org/contrib, named 
openssl_cluster-labs-0.9.7-beta3.patch.gz.  In 0.9.7, I've also 
placed relevant files from your patch in demos/engines/cluster_labs, 
where it can be built as a shared library, and be useful that way.

It remains to be seen how things will be handled in 0.9.8.

This ticket is now resolved.
