The reason for doing this, obviously, is to make it easy to write applications that can use the BIO routines without requiring the full OpenSSL library, a library which may be legally unavailable to some users. Once your network layer is using the BIO library, it's trivial to add conditional OpenSSL support. (Well, perhaps *too* trivial considering the number of applications that "support SSL" in the most minimal fashion possible. But that could be addressed with a "best practices" document for coders, something that's been on my list for some time.)
