cryptapi.lib itself is not included. I looked this page: <http://msdn.microsoft.com/library/default.asp?url=/library/en-us/wcecrypt/html/cerefCryptGenRandom.asp> and it said coredll.lib is the one. But anyway coredll.dll doesn't export these functions.
