Well, I got it figured out, I think. It may not be the cleanest patch,
but it does appear to work. Note that the two links that I provided
give some ability (limited!) to work with incremental builds; the
change that I'm making has boiled all of that out and leaves precisely
one command for each of .EXE and .DLL files.

The patch is against OpenSSL_0_9_8-stable util/pl/VC-32.pl.
