The documentation can be clarified.

The low level ciphers can't be redirected through an ENGINE because the
hooks don't exist. We've been stating that applications shouldn't use
the low level routines for several years now.

The "speed" application uses them partly since it always has and partly
so the EVP overhead can be measured.
