Some of the new ts/ files are too long for a 8+3 filesystem.

a ton of files are too long for 8+3 filesystem in the openssl tarball

None of the *.[ch] files. They are all 8+3 unique AFAICS (and that's
pretty unusual these days).

But I need 6.3 for my PDP box!!! <j/k>

Seriously, I first read the request, and from win32's perspective...

ts_rsp_print.c > ts_rsp~1.c
ts_rsp_sign.c > ts_rsp~2.c
ts_rsp_utils.c > ts_rsp~3.c
ts_rsp_verify.c > ts_rsp~4.c

but then I recalled Netware and some others which do truncation by default
and decoration only on a 2nd (and later) name clash, so your request doesn't
seem too unorthodox or troublesome.
