I tried building OpenSSL 0.9.8e on windows with the no-ssl2 and it still creates ms\ssleay32.def with the ssl2 and ssl23 functions. From reading the logs this was supposed to be fixed in both 0.9.7l and 0.9.8 (bug report 1434).
