I just opened the README.FIPS myself, and was looking at the Windows
build process  and came across this:

"With this version the use of MinGW is unnecessary and the normal VC++
build procedure can be followed *except* the GNU linker "ld.exe"
(for example from MinGW) must be accessible somewhere on the PATH."

Does that mean there is no support for Windows x64 (amd64, 64bit)
since there is no 64bit GNU ld.exe available from MinGW?

No, it does not mean this. Wording is admittedly misleading, so misleading that one can as well say that Windows procedures are effectively missing from README.FIPS. But keep in mind that README.FIPS has no official weight, upcoming User Manual will. The latter shall cover proper procedures, but if you want to perform preliminary tests today, see ms/do_fips.bat. A.
