Additionally it is an feature to keep people from unintentionally doing something that may lead to key compromise: RSA has some weaknesses against chosen plain text attacks. If you don't know why this limit exist, you usually don't want to use RSA directly (or shouldn't want to). Instead you want to use RSA in combination with symmetric ciphers (with the EVP interface).
