I don't know for solaris but on linux, configure find the headers on it's own
and there is no need to hack adding -DHAVE_OPENSSL. Should be tried on very last
attempt.

--with-ssl directive should be for the case you have differents ssl versions
installed.
Have you try without --with-ssl?
