[openssl.org #2149] Incorrect OID for WAP-WSG (and WTLS elliptic curves)

The ASN.1 Object Identifier (OID) for the WAP Web Standards Group (and hence 
all the WTLS elliptic curves) is incorrect.  In the OpenSSL source, it is 
        2.23.43.13
but according to the WAP Forum 
        http://www.wapforum.com/Tech/omna/OMA-OIDs.asn
it should be
        2.23.43.1

The attached patch (against the trunk) fixes it.
