Probably because you're not trying to use it on VMS.

Remarkably, the build seemed to work.

In the tests, of course, the previously suggested changes to allow a
local "bc" to be used instead of:

-- copy the [.test]bntest-vms.sh and [.test]bctest files to a Unix system and
-- run bntest-vms.sh through sh or bash to verify that the bignum operations
-- went well.

have not been incorporated.

   Many tests complain:

WARNING: can't open config file: SSLROOT:[000000]openssl.cnf

The installation procedure dies early with:

[...]
%COPY-E-OPENIN, error opening
ALP$DKA0:[UTILITY.SOURCE.OPENSSL.OPENSSL-1^.0^.0A.ALPHA.CRYPTO]OPENSSLCONF.H;
as input
-RMS-E-DNF, directory not found
-SYSTEM-W-NOSUCHFILE, no such file
[...]

I assume that these problems (and, I assume, others which affect
Arpadffy Zoltan more than me) have all been fixed in previous
suggestions which were ignored/discarded, but if there are any actual
mysteries remaining, please let me know.
