[PATCH] Telnet START_TLS in s_client

Hi,

  I made a quick addition to the s_client app to support the telnet
protocol's implementation of START_TLS[1].  The patch is attached, if
there any interest in having this supported by the mainline code.
(The patch is against 1.0.0a, and seems to apply fine to 1.0.0b.)
