There was a proposal for SSL 3 to become an IETF doc: http://tools.ietf.org/html/draft-ietf-tls-ssl-version3-00 which was recently brought back to life as: http://tools.ietf.org/html/draft-mavrogiannopoulos-ssl-version3-02 (with intended status as historic, which is a bit weird, even for the IETF). Those are drafts though, not specifications. Maybe you can explain what you want to do?
