The values are based on section 4.2.4.1 in http://tools.ietf.org/html/draft-ietf-tls-rfc4347-bis-06 One could make RTO.min and RTO.max configurable, but the values chosen are in tune with TCP. I'm not sure were 12 comes from... But that number could also be configurable...
