OK, I must admit that we have never touched the makevms.com file (we also
don't have a VMS system for testing).
You are right, OPENSSL_NO_SCTP has to be defined in that file.

Not sure if it is better to file a bug report through the RT tracker to make
sure that a fix like yours makes it into 1.0.1.
