If I may redirect the discussion here, interesting as it is... I've
got a refactoring of the build system in-hand, compatible with tools
already in use. As much as folks may be in support of adopting a new
build system entirely--which I agree, might be worthwhile--I'd like
feedback on the work I've already done, not the work we might do one
day with some completely different system.

Unless, that is, OpenSSL is ready to make the switch to a new build
system *right now*, in which case there'd be no point to moving
forward with adopting my changes. Somehow I don't see consensus on the
adoption of a new system happening anytime soon. In the interim I'd
appreciate it if the improvements I've made didn't stall on
interminable discussion of unmaterialized alternatives.
