Cygwin is not a supported platform for FIPS builds.

There are two branches relating to the FIPS 2.0 module:
OpenSSL-fips-2_0-dev and OpenSSL-fips-2_0-stable but since code changes have
to be approved via a change letter or a complete new validation for some
changes (both of which cost money) we can't just apply fixes.
