American law has ridiculous export restrictions which could prohibit the
distibution of SSH, though the redhat packages are readily available from
many places (notably ftp.replay.com in the Netherlands).

American law also recognizes software patents, which can also limit the
distribution of much crypto software.

RedHat, being a law-biding corporate American citizen, doesn't include
software in their distribution which might get American law enforcement
crypto Nazis on their case.
