problem in do_nt.bat

This file seems performing same tasks as do_ms.bat.  However, it has some problems. The do_nt.mat in ms\ does not produce valid make files.  An error of
> "illegal characer {' in macro" stopped the make.  do_ms.bat works fine.

 

This has been tested for a couple of snap shots, including the 19990522-0330.
