Well...some definitive answers, but no knowledge about
current status:
- German Telecoms (www.dtag.de) OLD smartcards (i.e.
  the ones I last did implementation for, TCOS 1.2)
  did have RSA-512 and 3DES implemented. There are
  no export restrictions.
- German Telecom was planning to use RSA-1024 smartcards
  with their current (certified) OS, TCOS 2.0. I got no
  clue whether they do now. Please note that there was 
  a discussion on the format they used for their certificates.
  There were incompatibilities with openssl, dont know
  whether this was resolved.
- Their CA (www.telesec.de) is about to open for private
  customers soon.
