Provided BSAFE is exportable, you do the development outside of the
US.  Otherwise, it is as you suggest, except that in the long run, you
only really link to do the linking part in the US.  Nothing stops you
from compiling two variants of your product in EUrope, one with calls
to OpenSSL-RSA and one with calls to BSAFE-RSA (through OpenSSL and
librsaglue?).

I think you have to do some hacking and produce something that walks
like librsaglue and quacks like it as well...
