John Gilmore used to be able to make a convincing case that export control
of CWAH was illegal.
(My personal opinion is that the rules were vague enough to let them do
what they wanted.)  I have been told, directly and to my face, by
people from the NSA Export office explained what "CWAH" is, and that
"we don't allow that to be exported."

However, that's all the past.  The current regulations are pretty
explicit.  You can find them at
