No. OpenSSL is the successor of SSLeay. It's the used as SSL library by
ApacheSSL oder mod_ssl which have own mailing-lists.
Let me explain the problem with the COMMUNITY: If many people are not
willing to read the docs carefully, search the appropriate web pages
(e.g. Verisign in your case), try themselves etc. the people which do
know the things will unsubscribe from the list because they are bored by
the same old questions for which the answers are easily found in the
list-archives of the appropriate list.
BTW: Your domain name is certplus.com and http://www.certplus.com/
