Oops. That should have been openssl.exe. This was ssleay.exe earlier,
before OpenSSL was started from SSLeay 0.9.1c.

Check the file Makefile.win32 in apache_1.3.9\src\modules\ssl.
It should contain a line like
SSL_INC = D:\Projects\openssl\include
Inside this folder you should have an openssl folder, where all .h
files for OpenSSL are.
