This is a mix of oranges and apples. PEM is just a file format, while
PKCS is generally a description of algorithms, file contents and so
on. And when you say "PKCS", it would also be a good thing to say
which PKCS you're talking about, because there are in total 15 of
them, touching various fields of cryptography as RSA Security sees it
(at least some of the time).

What the hell Verisign really does. Unfortunately, I couldn't find
the place to look at their site...
OpenSSL supports at least the following PKCS standards: PKCS#1, #7,
#10 and #12. Probably more, but I'm too lazy to actually look it up
right now.
