./config  no-idea -fPIC --prefix=/usr/local \

What were these commands for? "make install" should do all you need.

Is this where your apache *source* is (rather than where it is installed)?
My configure line was:

./configure \
--with-apache=/usr/src/sources/apache/apache_1.3.17

You've "installed" openssl, whcih is optional.  Having done so
you can use
SSL_BASE=SYSTEM  \
