Yes, the default build of OpenSSL for the Win32 platform
(Win95/98/Me/NT/2000/XP) is available in binary form from the Win32 OpenSSL
Installation Project:

It comes with pre-built libraries to link against for MSVC++ 6.0, Borland
C++ Builder 4/5/6, and MinGW as well as the OpenSSL DLLs.
