Yes.

As stated by others, it can be used as a cipher suite in the SSL
protocol.  You can also use it directly (I saw you had some trouble
with that, but since you didn't tell us any details, it's hard to say
what you're doing wrong), and you can use it through the EVP interface
(that's as straightforward as using, say, DES).

It is recommended to use the EVP interface rather than using the raw
algorithm routines, among others because it's more consistent.
