I have to patch the openssl so that Windows binaries are created but the
document there doesn't have any info on creating windows binaries?

OpenTSA patch for OpenSSL works fine & it conforms to RFC 3161.
i have patched my OpenSSL with it.
the instructions for applying the patch are given at the OpenTSA site.
