Yes.  Read INSTALL (NOT INSTALL.VMS) and follow the instructions.
What you just tried to do was to run a VMS command procedure on Unix.

Well, there is a RPM description file, so basically you will have to
build the RPM yourself.  Since I'm not a RPM person, I won't tell you
how, because I'm likely to get it wrong.
