Depends. Some Linuxen have OpenSSL packages that are made in such a way that several versions of the run-time library can co-exist side by side. On others, I simply dunno. Another option, if you want to use shared libraries, is to make sure the installation trees differ, at least for the binaries. The configure script for OpenSSL takes a --prefix that you can use for such purposes. A third option is to keep the standard OpenSSL in your Linux installation at 0.9.7, and keep a private build of OpenSSL 0.9.8 against which you link OpenVPN statically.
