To remove the OpenSSL 0.9.8a, rpm --remove --force openssl-0.9.8a openssl-0.9.8a-devel. You should probably try to get 0.9.8c RPMs and do the upgrade via that mechanism (rpm --upgrade openssl-0.9.8c openssl-0.9.8c-devel) to ensure that no application breakage occurs.
