Getting a FIPS build just right is a major pain and requires all kinds of trade offs. I just wouldn't bother unless you absolutely, positively must have a FIPS build for some reason. What you have to do is find some other platform on which the FIPS build works that is object binary compatible with yours. Build the FIPS canister on that platform, and copy it onto your development machine.
