Unfortunately we are at the mercy of the standardisation process. We can't
release a version of OpenSSL out there which uses a technique which might
change during the discussions and as a result wouldn't interop with the
finalised version.

What was your issue? You shouldn't need to do no-fips as that should be the
deafult.

Thanks for that report, looking into it. It does work with
-legacy_renegotiation but that obviously shouldn't happen.
