Although Privacy Enhanced Email is not widespread as such, the formatting of messages *is* used (e.g. for PEM files). You may also be interested in the Public Key Cryptography Standards (PKCS), some of which define formats for bundling together various cryptographic materials: http://en.wikipedia.org/wiki/PKCS In particular, PKCS#7 and PKCS#12 may be useful for you.
